Remuneration will be based on qualification and experience.

Duration: Initial engagement will be 10 days after that engagement will be on a need basis.

OVERALL PURPOSE OF THE JOB

Effective delivery of procurement services to obtain the best value for money.

KEY DUTIES AND RESPONSIBILITIES
  1. Develop and ensure adherence to procurement standards and procedures.
  2. Conduct timely and proper preparation of procurement plans for DMI and monitor their implementation.
  3. Ensure cost-effectiveness, quality and timely procurement and delivery of all supply’s services.
  4. Manage an efficient supply base through open tendering and a pre-qualification process for all goods and services used by DMI.
  5. Ensure cost rationalization by carrying out price surveys to determine price trends to inform supplier appraisal.
  6. Develop and continually review the supplier selection criteria, research and evaluate prospective suppliers and maintain an up-to-date supplier database.
  7. Manage development and preparation of contracts and ensure all contract renewals are done on time.
  8. Manage inventories and maintain accurate purchase and pricing records.
  9. Maintain good and effective supplier relationships
  10. Prepare periodic management reports in the prescribed format. Including financial and inventory reports.
  11. Create and maintain procurement records, ensuring accuracy and integrity of data.
  12. Supervise and train staff in the department to enhance work efficiency.
  13. Provide support and guidance to user departments in the development of specifications and build internal capacity to ensure staff comply with the procurement standards and procedures

MINIMUM REQUIREMENTS

Academic, Professional and Experience

  • Diploma/BSC in Purchasing and Supply Chain Management
  • Certified as a procurement officer
  • More than 5 years’ experience in handling procurement services governed by the public procurement act.
  • Available to start immediately
  • Days spread between the month of September and October

Skills and competencies

  • Excellent skills in MS Office Suite (Excel, Word, Access, PowerPoint)
  • Experience with ERP systems would be an added advantage
  • Excellent communication skills (both written and verbal) and interpersonal skills to foster productive collaboration with both internal and external stakeholders
  • Knowledge in negotiating contracts, terms & agreements, and pricing with vendors
  • Reliable and dependable with ability to handle multiple and conflicting priorities, and work under strict deadlines
  • High level of personal integrity and attention to detail

Strong analytical and numeracy skills
